Submit Service Agreement

Please allow up to 48 business hours for your application to be processed. You will receive an email verification of the receipt of your request and an email or phone call once your request is complete.

Customers may also choose to apply for service in person at City Hall. Please be certain to bring a valid state-issued photo identification. Customers who will own the residence but are in the process of purchasing should send a copy of their sales contract to enable service to be scheduled if service is currently on in the seller’s name.

Service can be connected the next working day, or you can request same day service for an additional $20.00 same day service fee if the connection request is made in person before Noon. If applying electronically, please allow 48 business hours for processing.

Commercial Property Customers Outside of City Limits:
Commercial property customers may submit a service agreement with a copy of a valid state-issued photo identification and a copy of your ownership or lease documents by clicking the button below.

Commercial Service Agreement

If you currently have service with the City of Rock Hill for utilities and need to schedule disconnection of those services, you may send your request by submitting the Disconnect Service form. Your request must include the following information to be processed:

• Account name
• Account number
• Last four digits of Account holders Social Security Number
• Address to be disconnected
• Forwarding address
• Date service is to be disconnected
• Requests cannot be completed without all of the above information. Please allow 48 business hours for requests to be processed. You will receive an email confirmation that your request has been completed.

If you currently have service with the City of Rock Hill for utilities and need to transfer those services, please note that your account balance must be current.  You may send your request by submitting the Transfer Service form. Your request must include the following information to be processed:

• Account name
• Account number
• Last four digits of Account holders Social Security Number
• Address for service to be transferred from
• Date service is to be disconnected at this address
• Address for service to be transferred to
• Date service is to be connected at this address
• Copy of lease, welcome letter, sales contract, or closing document

Requests cannot be completed without all of the above information. Please allow 48 business hours for requests to be processed. You will receive an email confirmation that your request has been completed.

• Your first bill should arrive 45–60 days after applying for service. 
• Accounts are billed monthly.
• Depending on if you live inside or outside city limits, your utility bill may include:
  • electric
  • water
  • sewer
  • garbage, including curbside recycling, yard waste and seasonal leaf collection
  • stormwater
• Budget billing is available for customers with a good payment history who have lived at the same location for at least 12 months.

Online

• Set up your account to access electronic payment or make a payment online.
• When you set up an online account, you can receive text or email reminders for your utility bill and even pay by text.

Bank Draft or Auto Pay

Once registered, your bill is paid automatically each month through your bank account or credit card. Register below in the Bank Draft tab.

By Phone

Call 803-329-5500 to pay with a credit or debit card seven days a week. You'll need your account number and the last four digits of your social security number.

In Person

• Pay at drive-through at City Hall 8 AM to 6 PM Monday through Friday.
• Pay at drop box beside drive-through window at City Hall.
• Pay at drop box inside of City Hall to the left of the collections counter.
• Pay at the collections counter at City Hall.
• City Hall is located at 155 Johnston Street, Rock Hill, SC 29730 with entrances from Hampton Street and Black Street.

The City of Rock Hill offers payment arrangements on utility services for customers that are experiencing hardship. To determine if you qualify please follow the link below to complete the payment arrangement application. Please be certain to upload a valid state-issued photo identification and any supporting documentation.

Payment Application

Please allow up to 24 business hours for your application to be processed. You will receive an email verification of the receipt of your request. A customer service agent will follow up with you via email or phone call once your request has been processed. 

Payment arrangement applications will not stop the interruption of services due to non-payment.  Arrangements should be established prior to your scheduled disconnection date.  If your service has been disconnected, please contact Customer Service at 803-325-2500 during normal business hours to arrange for reconnection.

Curbside service is now available at City Hall for Customer Service and Account Management requests.

For curbside assistance, please park in one of the designated parking spots located directly across from the drive-through. You can check in by scanning the barcode on any smart phone or by calling 803-325-2500.

 

Hydrant Permit

Apply for a monthly or annual hydrant permit. Your request must include the following information to be processed:

• Customer Name
• Job Location
• Mailing Address
• Federal Tax ID Number or Social Security Number
• Phone Number & Email Address
• Site Contact

Backflow devices must be used to prevent the accidental siphoning of dirt and/or chemicals back into the hydrant
