Strengthening the community by improving housing and providing suitable living environments to low and moderate income families, this division serves the Housing and Development Corporation of Rock Hill.

The Housing and Development Corporation of Rock Hill (HDCRH), formerly known as Rock Hill Joint Venture for Affordable Housing (1989-2006), is a nonprofit organization that was formed by local government and community leaders to help low to moderate income residents with their housing needs through education and financial assistance. The HDCRH's purpose is to strengthen the Rock Hill Community, especially the urban core, by improving housing and economic opportunities. The Corporation provides resources and information for homeowners, as well as helpful guidance in the home buying process.

The housing programs are federally funded through the Community Development Block Grant (CDBG) Program, HOME Investment Partnership Program, and the State's Housing Trust Program.

The CDBG and HOME programs operate under the 2005-2010 Consolidated Action Plan.  Annual Action Plans run on a twelve-month cycle beginning July 1 and ending June 30.
