The Street Division is responsible for maintaining the transportation network including roads, curb, gutter, signage, markings and other transportation infrastructure owned by the City of Rock Hill. Street Ownership

Streets in Rock Hill may be the responsibility of the City, State or County, or they could be privately owned. In fact, sometimes one road may change ownership at various points along the way, making the process of reporting problems difficult. To find out the ownership of your street, look at our Street Ownership Map.

The City of Rock Hill owns and maintains approximately 200 miles of roads. Additionally, the South Carolina Department of Transportation (SCDOT) has approximately 225 miles of roads located within the Rock Hill City limits. These state owned roads are maintained by State personnel. While the City of Rock Hill does not perform maintenance to state owned roads, City staff will forward requests to the SCDOT for appropriate action. There are many areas in Rock Hill that lie just outside the City limits and therefore may be a county road. To report an issue with a county road or street, please call the York County Public Works Department at 803-628-3200.

Potholes & Pavement Failures

Pavement failures including potholes and depressed or low areas are caused by numerous sources and require attention to maintain pavement structure and ride quality to the general public. This task is performed by the division using various techniques and equipment. Resetting or replacing missing manhole covers and drainage grates is performed within the division.

Sign Shop

The sign shop maintains the network of signs and markings throughout Rock Hill’s roadway system. Staff replaces damaged or missing signs, and performs the installation of new signs as Rock Hill continues to grow.

Sidewalks, Curb & Gutter

Repair and installation of curb, gutter and sidewalks is performed within the division. Repairs include areas which may be broken, cracked or pushed up by tree roots which present trip hazards.

Resurfacing Streets

Resurfacing of city streets is managed within the division. These activities usually take place in the fall and spring during fiscal budget cycles. The funding comes from both City and State funding sources. City staff rate the condition of each road yearly to develop a list of those in most need of resurfacing and then solicit funding from all available sources.
