Stormwater
In the early 1990's, City Council recognized the need to address failing and undersized storm water systems. In 1995, City Council appointed a citizen task force group to assess Rock Hill's stormwater problems. As a result of this task force, City Council established the Stormwater Division to improve storm water systems in 1996. The citizen task force consists of city staff, citizens, and business people.
