The Cemetery Preservation Fund is a monetary fund used to carry out the perpetual upkeep, whether from donations or other sources of the City-owned cemeteries. This fund shall be under the supervision and control of the City of Rock Hill.

• Burial Rights: What are they
  • The right to say who can be buried in the grave.
  • Right to erect a memorial
  • If burial rights owner passes they have the automatic right to be buried in the grave. The rights then go to the deceased estate.
  • Ownership can be transferred either during the owner’s lifetime or after their death.

• Who is entitled to burial rights?
  • Any person who at the time of death is the legal holder and the surviving spouse may be interred in the grave plot.
  • Any member of the immediate family of any legal permit holder can be interred in that plot with written permission.
  • No other person may be interred in any plot without the legal written consent of both the legal holder of the plot permit and the City.

• Can I transfer grave ownership to someone else?
  • Living transfer—a permit holder can transfer ownership during their lifetime to another person or add more names to the ownership using a form of assignment.
  • If the permit holder has passed away, the City may require documentation depending on whether the owner left a will.

• Grave Ownership/Burial Rights

• How do I purchase a lot in the City’s Cemeteries?
  • To make that important purchase, call the Cemetery office at 803-329-5548 and request an appointment to meet with a Cemetery Services employee. They will meet you to assist in selecting the lot you wish to purchase. Criteria: · Are you a City-resident, non-City resident? · Do you wish to purchase a flat-marker lot or a monument lot? · Do you wish to purchase a crypt?

• Where are Jewish lots available?
  • There is a section set aside at Forest Hills Cemetery for those of the Jewish faith. You may contact the cemetery staff at 803-329-5548 for more information about the Hebrew section of Forest Hills Cemetery.

• Why is preplanning and pre-purchasing a cemetery lot so important?
  • Preplanning can make a difference now by resolving those important decisions together. Purchasing a cemetery lot today may save you the higher rate in the future. If a cemetery lot is pre-purchased, it may save money that will be needed by the loved ones left behind.

• What is the cost of opening and closing a grave?
  • The rates are determined by whether it is for an adult, a child, an infant, or cremation, if it is during normal working hours, a holiday or weekend.

• Why doesn’t the City of Rock Hill collect opening and closing fees at the time of purchase?
  • The City of Rock Hill does not collect the opening and closing fees in advance. We cannot anticipate future cost of this service.
