To be eligible for EPP, you must have been a resident at your current location for at least twelve months with a good payment history. To enroll, your account must have a $0 balance. Accounts with multiple locations and commercial accounts are not eligible for EPP.

While you can enroll at other times, the optimum time to enroll in EPP is in May. The settle-up month will always be May.

Based upon your past twelve months consumption history, your consumption is averaged into 11 monthly payments. This amount is your monthly EPP payment. In May each year, your actual consumption for all previous months are added to determine your total billings for the period, and your EPP payments for the same period are totaled and subtracted from your total billings. If your total payments are greater than your total billings, you will receive a refund check. If your total billings are greater than your total payments, you will receive a balance bill for the difference. This bill must be paid before a new EPP can begin.

It is important that each month your total EPP amount be paid on time by the due date, not the disconnection date. If a payment is missed, your account will be removed from EPP and all accrued charges in excess of payments will be due.

If you move while you are on EPP, you will be responsible for any balance that has not been paid. Likewise, if there is any payment overage, it will be applied to your first bill at the new location. Once in the new location for twelve months, you will be eligible to enroll in EPP again.

When you enroll, you will be quoted an EPP amount that will be in effect until May of the EPP period, as long as all payments are made on time within terms. Each following May you will receive a letter with your new EPP amount. If you do not wish to re-enroll, simply contact Customer Service to withdraw.

Just notify Customer Service that you no longer wish to participate. You will either pay your settle-up balance or receive a credit for any excess payments you may have made. If this is done in May and there is a credit balance, you will receive a refund check.

Yes, however we do not recommend you do this through AutoPay on our website, as it may cause a problem with EPP. Instead we recommend you sign up for Bank Draft or use Recurring Payments through the billing website.

If you choose recurring payments, please stop payments in May during settle-up month if there is a credit balance on the utility account. Once the refund check has been issued, resume payments starting in June with the new EPP amount.

No, payments on EPP must be made after the bill is issued to apply to the monthly bill, otherwise it is just considered an additional payment.
