ADA Statement

The City of Rock Hill will make reasonable modifications to policies and programs to ensure that people with disabilities have an equal opportunity to enjoy all of its programs, services and activities. For example, individuals with service animals are welcomed in offices and on public vehicles, even where pets are generally prohibited.

Anyone who requires an auxiliary aid or service for effective communication, or a modification of policies or procedures to participate in a program, service or activity of the City of Rock Hill, should contact the office of the ADA Coordinator as soon as possible but no later than 48 hours before the scheduled event.

The ADA does not require the City of Rock Hill to take any action that would fundamentally alter the nature of its programs or services, or impose an undue financial or administrative burden.

Alternative means of filing complaints, such as personal interviews or a recording of the complaint will be made available for persons with disabilities upon request.

The City of Rock Hill will not place a surcharge on a particular individual with a disability or any group of individuals with disabilities to cover the cost of providing auxiliary aids/services or reasonable modifications of policy, such as retrieving items from locations that are open to the public but are not accessible to persons who use wheelchairs.

The City of Rock Hill adopted the updated ADA Transition Plan in June 2023 and will continue to identify necessary improvements for usability and accessibility for all. ADA Grievance Procedure

This Grievance Procedure is established to meet the requirements of the Americans with Disabilities Act of 1990 ("ADA"). It may be used by anyone who wishes to file a complaint alleging discrimination on the basis of disability in the provision of services, activities, programs, or benefits by the City of Rock Hill. The City's Personnel Resolution governs employment-related complaints of disability discrimination.

The complaint should be in writing and contain information about the alleged discrimination such as name, address, phone number of complainant and location, date, and description of the problem. Alternative means of filing complaints, such as personal interviews or a tape recording of the complaint, will be made available for persons with disabilities upon request.

The complaint should be submitted by the grievant and/or his/her designee as soon as possible but no later than 60 calendar days after the alleged violation to:

Within 15 calendar days after receipt of the complaint, the ADA Coordinator or their designee will meet with the complainant to discuss the complaint and the possible resolutions. Within 15 calendar days of the meeting, the ADA Coordinator or their designee will respond in writing or in a format accessible to the complainant, such as large print, Braille, or audio tape. The response will explain the position of City of Rock Hill and offer options for substantive resolution of the complaint.

If the response by the ADA Coordinator or their designee does not satisfactorily resolve the issue, the complainant and/or his/her designee may appeal the decision within 15 calendar days after receipt of the response to the City Manager or their designee.

Within 15 calendar days after receipt of the appeal, the City Manager or their designee will meet with the complainant to discuss the complaint and possible resolutions. Within 15 calendar days after the meeting, the City Manager or their designee will respond in writing or in a format accessible to the complainant, with a final resolution of the complaint.

All written complaints received by the ADA Coordinator or their designee, appeals to the City Manager or their designee, and responses from these two offices will be retained by the City of Rock Hill for at least five years.

The City of Rock Hill does not does not discriminate on the basis of race, color, national origin, disability, age, or sex in the administration of its programs or activities, and, the City of Rock Hill does not retaliate against any individual or group because they have exercised their rights to participate in actions protected, or oppose action prohibited, by 40 C.F.R. Parts 5 and 7, or for the purpose of interfering with such rights.

Parts 5 and 7 (Non-discrimination in Programs or Activities Receiving Federal Assistance from the Environmental Protection Agency), including Title VI of the Civil Rights Act of 1964, as amended; Section 504 of the Rehabilitation Act of 1973; the Age Discrimination Act of 1975; Title IX of the Education Amendments of 1972; and Section 13 of the Federal Water Pollution Control Act Amendments of 1972 (hereinafter referred to collectively as the federal non-discrimination laws).

Notifying the Public of Rights Under Title VI

The City of Rock Hill operates its programs and services without regard to race, color, and national origin in accordance with Title VI of the Civil Rights Act. Any person who believes she or he has been aggrieved by any unlawful discriminatory practice under Title VI may file a complaint with the City of Rock Hill.

Conditions of Use

By visiting City of Rock Hill websites, users agree that they will not use the site for any unlawful activity, or use it in any way that would violate the terms and conditions of use. Any use of City websites shall comply with all City of Rock Hill and South Carolina laws and regulations as well as with all federal laws and regulations. Unauthorized attempts to upload information or change information on City websites are strictly prohibited and may be punishable under state law and federal statutes including the Computer Fraud and Abuse Act of 1986 and the National Information Infrastructure Protection Act. We monitor network traffic to identify unauthorized attempts to upload or change information or to otherwise cause damage to the City's websites. Anyone using City websites expressly consents to such monitoring.

The Rock Hill Logo is a trademark of the City of Rock Hill. Any use of the materials stored on the City's websites is prohibited without the written permission of the City of Rock Hill. The City of Rock Hill retains all intellectual property rights including copyrights on all text, graphic images, and other content. This means that the following acts or activities are prohibited without prior, written permission from the City of Rock Hill:

  1. modify and/or re-use text, images, or other web content from a City server;
  2. distribute the City's web content; or
  3. "mirror" the City's information on a non-City server.

Privacy Statement

We will collect no personal information about you when you visit City websites unless you choose to provide that information to us voluntarily. We do not give, share, sell or transfer any personal information to a third party, unless we are legally required to do so. We analyze user traffic patterns on our websites from information that is automatically provided to us by your browser when you visit our site. This information includes the IP address of your computer or network; the date, time, and page you visited on our site; your browser and operating system; and the referring page (the last web page you visited before clicking on a link to our site). We use the aggregated information from all of our visitors to measure server performance and improve the content of our site. We also track the keywords that are entered into our search engine service to measure interest in specific topics, but we do not track which terms a particular user enters.

The City of Rock Hill uses linking and searching capabilities to navigate publicly available information from many websites that are not part of our websites. The privacy policies and procedures described here will not apply to those external sites. We suggest contacting these sites directly if you want information on their data collection and distribution policies.

External Linking Policy

The City of Rock Hill views the provision of links to external websites as a public service that can benefit its citizens and other site visitors. Overall, the City’s websites should provide useful information and reflect a positive image of Rock Hill, SC. The City of Rock Hill will select links to the external websites to the extent the links help support these goals. In establishing and maintaining its official websites, the City does not intend to create any forum or other means for public discourse. Rather, the sole and limited purpose of the permitted external links is to provide information about the City for residents, businesses and visitors.

The City does not endorse or provide preferential treatment to any third party websites or associated organizations or persons. Since the City does not control third party websites, it does not warrant that third party websites are accurate or reliable or that they have operational links. The user acknowledges and agrees that the City of Rock Hill is not liable in any way for the content, accuracy, reliability, viewpoints, policies or products provided by these external resources.

In order to avoid the appearance of City endorsement of political content, links shall not be made to sites that are associated with, sponsored by or serving a campaign for elected office, any political party or organization supporting or seeking to defeat any candidate for elective office or ballot proposal. In addition, no corporate or commercial logos or direct links to vendor sites are allowed, with the exception of information provided on Rock Hill based annual top sales tax generating businesses, annual top employers, and business/industry success stories featured by the City’s Economic and Urban Development Department, listed and identified solely to promote economic development within the City. In listing these businesses, the City does not issue any endorsement of the business or its products and services.

It is the City's policy to limit external links to the following entities and organizations:

  1. Chamber of Commerce, Neighborhood Associations and/or Visitors Bureau;
  2. Other governmental agencies;
  3. Hospitals;
  4. Museums, libraries, historical organizations and similar kinds of established, bona fide organizations that provide resources to residents and visitors of the City;
  5. Public and private, bona fide educational institutions, (a) as defined in Education Code § 210.1, or as described in Education Code § 66010 and (b), located within Rock Hill, SC; and
  6. Entities and organizations whose primary purpose is to provide the location, telephone number, and/or description of tourism events in the City of Rock Hill.
  7. Public Utilities and public transportation entities.
  8. Entities that the City has an existing formal, contractual relationship with through direct funding or co-partnership on programs.

Entities and organizations wishing to establish external links on the City’s websites must submit an External Link Website Request Form (PDF), which shall contain all information necessary to verify the facts stated and as may be necessary to establish that the proposed link complies with this policy.

The City of Rock Hill’s websites will not provide links to:

  • Sites associated with, sponsored by or serving a campaign for elected office.
  • Sites promoting illegal activities.
  • Sexually explicit sites.
  • Sites containing information that violates any of the City’s affirmative action or equal opportunity policies.

The City of Rock Hill reserves the right, at any time and without notice:

  1. To determine which links to provide on its websites;
  2. Deny a link that does not meet the criteria set forth in this policy;
  3. Deny or discontinue an external link at any time if the website provides or promotes false, slanderous, illegal, infringing or incorrect information;
  4. Remove any external link if the nature of the organization to which the link relates no longer complies with the City's external link policy;
  5. Revise this policy without prior notice when the City considers such revision to be in its best interests.

The City websites are provided as an information source for public use. The City of Rock Hill strives to maintain the integrity of this site and to present information which is accurate. The information is subject to periodic updates, revisions, deletions and additions without prior notice. Material provided at this site is gathered from many sources. The City of Rock Hill is not responsible for errors or omissions contained in the information, and makes no representations as to accuracy of the information. Links may be made to City websites, but we ask YOU to follow the following criteria:

  1. Do not create frames around the City’s websites or use other techniques that alter the visual presentation of the City’s websites.
  2. Do not imply that the City is endorsing you, your products or services.

All terms and conditions related to the use of official City of Rock Hill websites will be construed according to the laws of the State of South Carolina, United States of America, without regard to its conflict of law provisions.
