Planning Commission

Term of Office:

Typically three years, but up to the discretion of City Council; terms are staggered. Members may serve any number of consecutive terms. A member shall continue to serve until the member is reappointed or replaced.

Authority:

The Planning Commission reviews all applications for development and municipal planning and provides recommendations to City Council. This Commission was created May 1, 1957.

Membership:

Seven members appointed by City Council, each of whom must be a resident of the City and a qualified voter. Members of City Council, anyone who holds an elected public office in the City or County, and City employees are disqualified from serving on this Commission. Members cannot serve on either the Rock Hill Board of Historic Review or Zoning Board of Appeals.

Responsibilities:

The Planning Commission:

Helps guide the City's Comprehensive Plan updates and review other types of long-range plans.
Holds public hearings and makes recommendations regarding rezoning requests and proposed Zoning Ordinance (PDF) amendments to City Council.
Reviews proposed residential subdivisions and non-residential developments in accordance with City Development Regulations.

Commission members must:

Have a general understanding of planning and zoning concepts.
Adhere to commission bylaws, rules of procedure and attendance requirements.
Complete state-mandated six-hour orientation training within one year of appointment and attend at least three hours of continuing education each year.

Meeting Schedule:

The Board meets the first Tuesday of each month at 6 PM in Council Chambers at City Hall. There are usually three to six cases on each agenda and meetings last from one to two hours. Members are encouraged to visit agenda item sites prior to meetings. See the calendar for current listing of meeting dates. Meetings may also be viewed on the City Channel.
