Term of Office:

Typically three years, but up to the discretion of City Council; terms are staggered. Members may serve any number of consecutive terms. A member shall continue to serve until the member is reappointed or replaced.

Authority:

The Rock Hill Board of Historic Review hears requests related to properties located within the City's Historic Overlay District. This Board was created January 9, 1989.

Membership:

Seven members appointed by City Council, each of whom must be a resident of the City and a qualified voter. Members of City Council, anyone who holds an elected public office in the City or County, and City employees are disqualified from serving on this Board. Members cannot serve on either the Planning Commission or Zoning Board of Appeals.

Responsibilities:

The Board of Historic Review:

• Holds public hearings on and make decisions regarding proposed exterior work on properties within the City's Historic Overlay Districts

  • Certificates of Appropriateness (PDF)

• Considers appeals of staff decisions regarding the same

  • Appeal Application (PDF)

• Holds public hearings on and make recommendations to City Council regarding:

  • Requests to rezone property into or out of the Historic Overlay District

    • Rezoning Application (PDF) 

  • Proposed amendments to the Zoning Ordinance (PDF) related to historic topics

  • Proposed amendments to the City's Historic Design Guidelines (PDF)

Board members must:

• Have a general understanding of the City's Historic Design Guidelines.

• Adhere to Board bylaws, rules of procedure and attendance requirements.

• Complete six hours of state-mandated orientation training within one year of appointment, and to complete at least three hours of continuing education each following year while a Board member.

Meeting Schedule:

The Board meets on the first Thursday of each month at 6 PM in Council Chambers at City Hall. Special meetings or on-site meetings may be called, as necessary. Meetings generally last one to one-and-a-half hours, with additional preparation time needed. Members are encouraged to visit the sites on the agenda prior to meetings.
